Ministers for the region?

Gordon Brown (or the Queen I should say) has appointed a load of Ministers for the regions. What are these ministers actually supposed to do other than take a Ministerial wage?

Manage our economies, of course. Think of them as "Commissars", and the regions as "oblasts", and it will all become clear.

This is also because we didn't want our own regional representative bodies, when given the choice. Just like the European treaty, the politicians know best, so if we decide we don't want something, they'll just work out a way of giving it to us anyway without consulting us. I wonder whether Dave Cameron will pick up on that thread? Seems like a heaven-sent opportunity.
